The Storms are beings of fields and plasma, which the people of the planet of Tulus worship as gods. The player characters are Commonality agents, who need information from the Storms to stop an ancient death trap in another system from triggering.
Unfortunately, previous Commonality agents sought to “educate” the people of Tulus out of this practice. The Commonality’s attempts failed, and the people of Tulus now forbid others from the Commonality from contacting the Storms.
