The Starfleet Charter, Article 14, Section 31, allowed extraordinary measures to be taken in times of extreme threat. When the Starfleet Intelligence officer Kay Tannis cuts all communications while on route to the water world Ventos Prime in pursuit of a Klingon doomsday weapon, it seems as good a time as any for Section 31 to tug at the loophole in the Charter. Leveraging the assistance of an unsuspecting starship, the crew take on a mission that will pit them against both the belligerence of the Klingon Empire and the arrogance of the Orion Syndicate.
