The Ninth Legion of the Roman Empire vanished into a Celtic Otherworld a hundred years ago. They and their descendants have carved out a new province of the Roman Empire in this magical land. Its capital is New Rome.
The tiny Pict Kingdom of Moray stands neutral in the conflict between New Rome and the neighbouring kingdom of Circinn- and Circinn’s powerful Fae ally, the Goblin King. Moray has forbidden any movement of New Roman troops through its borders, to maintain its neutrality. Scouts sent to Moray to find a way for troops to get through without alerting the army have vanished.
The player characters are agents of New Rome sent to persuade the king of Moray to enter into a treaty of formal friendship with New Rome, or at least to gain permission to move New Roman troops through Moray’s territory. A secondary consideration is to discover what has happened to the scouts.
